This looks at first a little like the pendulum - one leg stays in place while the other leg moves in front and behind the body. Unlike the Pendulum though, the centre or pivot leg does not step. You step four times with the same leg - usually three touches then a full weight transfer.
The point is that you effectively change the leading leg. You might come into it with four steps (right, left, right, left) then do the Hesitation Change (touch right forward, touch right behind, touch right forward, then step right behind). Now you are ready to start on the left.
